If you are willing to use LaTeX2e,
I find the amstex package --- included eg by
\documentclass[12pt]{report}
\usepackage{amstex})
is pretty good, and well described in the LaTeX Companion (Goossens et al).

I think if you take the default path definitions in kpathsea
you must have pk files in (perhaps several) directories called pk.
I arrange my font directories roughly as follows:
/usr/local/lib/texmf/fonts/ams/pk
/tfm
/mf
/cm/pk
/tfm
/mf
...
